After more than two decades serving in local government as a City Manager and Chief of Police, I saw the same pattern repeat itself across organizations.

I founded Clear with a simple premise. Leadership placement in local government should reflect the weight of the responsibility. These decisions impact employees, elected officials, and entire communities. They deserve a process grounded in real-world experience, not just resumes and interviews.
